Call to Order 

 

Chairperson Heidi Torian called the regularly scheduled meeting of the Aurora Planning Commission to order at 7:03 p.m.

           

Consent Agenda

 

            Chairman Torian moved to accept the consent agenda as presented. The motion was seconded by Commissioner Moen. At the vote all were in favor and the motion passed.

 

Visitors

 

During this time Mr. Fred Netter asked the Commission if they knew of whether or not the streets in Orchard View have been dedicated to the City yet or not. The Commission asked City Recorder Hall and/or Mayor Gibson if this dedication had taken place. The Mayor did not believe so and Recorder Hall could not recall if she had received a road dedication or not. Mr. Netter also brought to the commission’s attention that the stop sign on Ottaway is 5 feet onto his property. Mr. Netter indicated that they are not likely to give use to the city to keep the sign where it is. The Netter’s indicated their concern about the width of Ottaway at Liberty Street. This intersection is very narrow and with further development a probable problem area.  

 

Public Hearing Site Design Review – Old Hotel Property

           

            As declared at the September Commission meeting, the Old Hotel Property Site Design Review Public Hearing was continued.

            Chairman Torian opened the public hearing at 7:33 pm. There was no public testimony.

Chairman Torian closed the public hearing at 7:34 pm.

            Included in the Planning Commissioner’s packets were copies of the SHPO Archaeological Permit: 597 notification. This notification indicates that the issues facing the development of this property are moving forward. Commissioner Harrison expressed his concern over the appearance of a conflict of interest with the City’s decision to use Rick Minor as the Archaeologist. Mr. Minor is the same person who placed the Old Hotel Site on the protected list. Mayor Gibson assured the commission that no monies had past to Mr. Minor and that he had no intention of allowing that to happen. This satisfied Commissioner Harrison. Mayor Gibson also indicated that no digging will be done unless the city is assured that where the digging takes place is where the proposed building will be sited.

            Hearing no further discussion, Commissioner Harrison made a motion to continue the hearing. The motion was seconded by Commissioner Sahlin. At the vote all were in favor and the motion passed.

 

 

Commission Action/Discussion

 

            Chairman Torian discussed with the Commission the importance of regular attendance, and/or notification to her or the City Recorder if you can not make it or will be late. Chairman Torian also reminded the Commission that there is one seat still to fill.

            Commissioner Sahlin asked about the clean-up progress of the Impression Building. City Recorder Hall reported that Mr. Eddy was in court today and Commissioner Harrison stated that the Judge placed Mr. Eddy on one year probation and can have no further ordinance violations. He also has to have a building permit secured by his next court date in two weeks.

            The Commission discussed the minutes of the traffic safety committee and the proposed traffic parking ordinance. Commissioner Harrison expressed serious concern about the issues raised regarding parking on the street in front of the property owner’s own property. Chairman Torian reminded the Commission that anything the Traffic Safety Commission proposes would need to go before the Council for approval. City Recorder Hall reminded the Commission that if the Traffic Safety Committee does wish to create a Parking Ordinance they will need to consult with the City Attorney to insure that the rules they wish to enforce are within Oregon Revised Statues as enforceable.

            City Recorder/Finance Officer Sheri Hall thanked the Commission for allowing her the opportunity to work with such great people and informed the Commission that the Council had accepted her resignation and she will be leaving the City as of this Friday November 7, 2003.

They’re being no further business; Commissioner Sahlin moved to adjourn the meeting.  Commissioner Harrison seconded the motion. At the vote, all were in favor and the meeting adjourned at 8:10 pm.
